On January 16,the State Council Information Office held a press conference to introduce the progress of intellectual property work in 2023.The reporter learned from the meeting that as of the end of 2023,China's domestic(excluding Hong Kong,Macao,and Taiwan)invention patent ownership reached 4.015 million,a year-on-year increase of 22.4%,becoming the first country in the world to have a domestic effective invention patent number exceeding 4 million.
Hu Wenhui,Deputy Director of the China National Intellectual Property Administration,said that China's patent system has been implemented for nearly 40 years.In the past 40 years,especially since the 18th National Congress of the Communist Party of China,the authorization of invention patents in China has steadily increased,and the innovation vitality of the whole society has continued to burst out.Among these over 4 million valid invention patents,high-value invention patents account for over 40%.China has become a true intellectual property power and continues to contribute significantly to global innovation and development.
It is worth mentioning that in China's domestic high-value invention patent ownership,the number of effective invention patents belonging to strategic emerging industries reached 1.166 million,a year-on-year increase of 22.5%,accounting for 70.0%,providing strong support for the innovative development of key industries.The average maintenance period of high-value invention patents has reached 8.4 years,an increase of 0.3 years from the end of the 13th Five Year Plan,and the willingness of innovation entities to maintain the validity of patents continues to increase.Among the high-value invention patents in China,there were 104000 effective invention patents with high pledged financing amounts,a year-on-year increase of 37.4%.The role of intellectual property rights in helping enterprises alleviate difficulties and empowering enterprises has been further played.
Hu Wenhui introduced that in China,enterprises account for over 70%of effective invention patents and are the main driving force for innovation and creation.National high-tech enterprises and technology-based small and medium-sized enterprises have 2.134 million valid invention patents,a year-on-year increase of 24.2%,accounting for nearly three-quarters of the total number of domestic enterprises,reaching 73.4%.
At the same time,as of the end of 2023,the effective number of invention patents in the Yangtze River Delta,Beijing Tianjin Hebei,and Guangdong Hong Kong Macao Greater Bay Area was 1.308 million,703000,and 672000,respectively,accounting for a total of 65.6%of the domestic total,with year-on-year growth of 21.1%,21.0%,and 23.2%,respectively.Hu Wenhui said that the deep integration of technological innovation into major national strategies such as the coordinated development of Beijing Tianjin Hebei,the integrated development of the Yangtze River Delta,and the construction of the Guangdong Hong Kong Macao Greater Bay Area has become a strong engine for promoting industrial and economic development.
According to data,in 2023,China granted 921000 invention patents,2.09 million utility model patents,and 638000 design patents;China has accepted 74000 international patent applications for PCT(Patent Cooperation Treaty);Chinese applicants have submitted 1814 international applications for design in The Hague.
